
Nancy A. Rossner, Executive Director

Nancy became CTLP’s Executive Director in January 2023 after serving as CTLP’s staff attorney since 2012. Nancy represents low-income taxpayers in disputes with the Internal Revenue Service and the Virginia Department of Taxation at all levels of
controversy including audits, collections, innocent spouse relief, and U.S. Tax Court.​
​Nancy received her B.A. Summa Cum Laude from the University of Binghamton, State University of New York, and her J.D. from the University of Richmond, T.C. Williams School of Law where she served as the Annual Survey Editor for the Journal of Law and Technology.
Nancy serves as Council for the Virginia Bar Association Tax Section as well as Assistant Secretary for the American Bar Association (ABA) Tax Section. Nancy previously served as the Chair of the ABA Pro Bono and Tax Clinics (PBTC) Committee from 2022 to 2024 after serving as Vice-Chair of the committee from 2020-2022. Nancy is also a member of the Metro Richmond Women’s Bar Association and the Virginia State Bar’s Access to Justice Pro Bono Coordinating Consortium.
Nancy contributed to the 6th Edition of the ABA Tax Section publication, “Effectively Representing Your Client Before the IRS” and authored the eighth chapter of the 2019 edition of Enforcement of Judgements and Liens in Virginia. Nancy also co- authored the article “Affordable Care Act and the IRS: Implementation and Now Enforcement,” for the Virginia Lawyer. In addition to her published work, Nancy has authored posts for the popular online tax blog Procedurally Taxing. She has also served on numerous panels, at both regional CLE’s and national conferences addressing income tax matters, and regularly presents at community events on tax issues affecting Virginia taxpayers.
In her free time, Nancy enjoys gardening, reading, and spending time with her husband and two young daughters.
