David M. Sams, Executive Director and Federal Staff Attorney

David M. Sams is currently the Executive Director and Federal Staff Attorney of The
Community Tax Law Project. David is a member of the Florida and Alabama State Bars and is admitted to practice in the Middle and Northern U.S. District Courts of Florida as well as the U.S. Tax Court. David is a graduate of the University of Florida Levin College of Law from whom he received his Juris Doctor and his Master of Laws in Taxation.

 

Prior to moving to Richmond, David practiced as a business and tax attorney in Florida and Alabama and was an active member of the Eighth Judicial Bar Association, Tuscaloosa Bar Association, and the James C. Adkins, Jr., American Inn of Court. He has served as a temporary member of the graduate faculty of the University of Alabama and an ad hoc member of the University of Alabama Witness Research Laboratory.

 

David currently serves as a board member of a number of local and national organizations, including the Virginia Association of Fundraising Executives, the Advisor Board of the University of Richmond Institute on Philanthropy, and the Low Income Taxpayer Clinic Advisory Board of the Center for Taxpayer Rights. David is an Associate member of the J. Edgar Murdock American Inn of Court of the United States Tax Court, a graduate of the Leadership Metro Richmond Leadership Class of 2019, the Community Foundation of Greater Richmond’s Emerging Nonprofit Leaders Program Cohort 13, and Lead Virginia Class of 2021.

 

David regularly speaks on taxation issues locally, statewide, and nationally, on topics that include general tax issues facing low-income individuals, small-business tax planning, and military tax issues. David is also an active member of the Virginia
Estate Planning Council and the Virginia Gift Planning Council and a longtime member of the Business and Taxation sections of the Florida Bar, Alabama State Bar, the Federal Bar Association, and the American Bar Association. Recently, David was accepted into the Minority Political Leadership Institute, a bi-annual collaborative between the Grace E. Harris Leadership Institute at the Virginia Commonwealth University and the Virginia Legislative Black Caucus. In 2021, David was named as one of 100 People to Meet in 2022: Impact Makers by Virginia Business Magazine.

 

In his free time, David enjoys cycling and hiking with his family in the trails throughout the Commonwealth.
