The Community Tax Law Project is a private, not-for-profit corporation
providing help to Virginia residents who have tax problems and who can't
afford to hire a professional. Experienced tax lawyers, accountants and
enrolled agents volunteer to help CTLP clients.
CTLP is NOT part of the Internal Revenue Service, the Virginia Department
of Taxation or any other government group.
What you tell CTLP staff and volunteers is confidential and is protected
by the attorney-client privilege. Even if you don't qualify for help from
a CTLP lawyer, the information you tell us is confidential. We cannot
share your confidential information with any other government agency.

to make an appointment for a telephone interview. Before the interview,
have ready:
- Any tax bills,
letters or notices from tax agencies
- Any letters you
have written to those agencies
- Your social security
number or individual taxpayer identification number
- Your current income
A CTLP staff
member will discuss your case with you and tell you if you are financially
eligible for The Community Tax Law Project's services. You will also be
told about any court costs or other fees you may have to pay. Even if
CTLP does not accept your case, we will try to give you some advice about
what you can do to help yourself solve your tax problem.
CTLP helps Virginia residents whose incomes are too small for them to
hire professional help. People with income under 250% of the federal poverty
guidelines receive help for free. Although our service is free, all clients
must pay for out-of-pocket expenses such as court filing fees and service
of process.
CTLP staff and volunteers accept all sorts of federal, state and local
tax cases, including:
- Nonfilers
- Collections &
installment arrangements, Collection
Due Process Hearings
- Taxes and their
relationship to bankruptcy
- Tax duties of new
residents
- Employee vs. Self-Employed
status
- Innocent spouse
status
- Audits and appeals
- U.S. Tax Court
cases
Please note that CTLP
does NOT prepare current year tax returns for clients. CTLP only prepares
tax returns if it is necessary to resolve a tax controversy for which
CTLP is representing a taxpayer, OR is necessary for a client to become
compliant with his or her filing responsibilities. For example, a client
has not filed tax returns for three or more years.
Remember, CTLP is not part of the IRS or the Virginia Department of Taxation.
CTLP volunteers give their time because they believe people should be
able to get good legal help even if they can't afford it.
